Silent partner and partial owner of Primm & Proper Hospitality Group LLC. The Primm & Proper Hospitality Group is known throughout the east coast and is invested in a chain of hotels and convention centers in the region. He also maintains a law practice that usually acts for a sole client in Arthur Primm.
He was a legal aid in the Reconstruction for Albion W. Tourgée who was a lawyer from North Carolina, that eventually became a judge. Albion once opined that "Jesus Christ was a carpetbagger." He spent most his time with clients like Albion, or with railroad barons throughout the south.
Proper is a Neonate Ventrue, but despite his generation he has lived for quite some time...probably older year-wise than most Neonates.
Shareholder and operator of the Brandtwynne Hotel located in beautiful downtown Pittsburgh.

Was a lawyer throughout most the 1800s in the south, worked largely for the railroads.
Was a carpetbagger in the late 1800s after the Civil War.
Met his financial partner, Arthur Primm, during the Reconstruction.
Moved to Pittsburgh after the Great Depression in the 1930s.

Allies for a coterie he is forming, the Board of Directors for “Primm & Proper Hospitality Group LLC”
Allies amongst the enemies of Arthur Primm. Proper as his own agenda, and it sometimes conflicts with what Arthur wants to do.
New clients for his law firm.

Primm & Proper are the same person, even though they have been seen together at the same time.
That Desmond Proper has been looking to move on from the P&P Hospitality Group, but just needs the right venture to leave.
The Hospitality Group has been to war with the Family Man over territory in the past, although there has been an uneasy truce since the Family Man has gone to ground.
That he is in charge of the Hospitality Group, and that Arthur is just a figurehead.
That he never laughs, even if the joke's punchline involves legal terminology.
